Comptroller Thomas DiNapoli commented that Governor Paterson's 21 day budget amendment does not go far enough in eliminating the state's fiscal woes. Again, it is mostly cosmetic and does not address the systemic problems. Comptroller DiNapoli also noted that for January, the state received $1 billion less in personal income tax. This only adds to the deepening budget deficit. Furthermore, the Governor is relying on increases in federal aid to fill the gaps. To even place more pain on top of the hurting residents of NYC, Paterson hopes to raise the payroll tax on New York City business from .34 to% .54%, to help close a new gap in the MTA's (Metropolitan Transit Authority)budget. Our Governo and Legislature are still looking to federal handouts and tax increases without making the needed drastic action of reducing government, cutting the budget and reducing taxes.
